Water‑Box Access & Safety Requirements:
To help prevent a recurrence of the issue discovered on Sunday, May 10, crews determined that while the obstruction initially appeared to be caused by roots, the actual cause was a raccoon that entered an uncovered water box and became trapped once the system pressurized. To avoid similar problems, all homeowners must ensure their water boxes are properly secured with a heavy, well‑fitted cover. If needed, the cover should be weighted down so it cannot be shifted by wildlife, foot traffic, or water pressure. The surrounding area must remain cut, edged, and clear to allow crews safe and immediate access during inspections or emergencies. These steps help prevent delays, reduce repair needs, and keep water flowing reliably for everyone along the lateral.
The following are the approved types of water‑box covers that meet safety and operational requirements:

Heavy‑Duty Polyethylene Lid — Standard irrigation‑grade, rigid, weather‑proof, and secure. Snaps firmly into place and prevents animals from entering. Fits most 12×17 or 14×19 boxes.

Reinforced Grate Cover — Allows drainage while blocking wildlife. Must be heavy‑duty, not decorative, and must fit tightly so nothing can push underneath.

Weighted Snap‑Fit Lid — A solid cover with built‑in weight or locking tabs. Ideal for boxes in high‑traffic or high‑pressure areas where movement is more likely

Steel‑Framed Grate with Tight Mesh — Acceptable only if the mesh is small enough to prevent debris and the frame is heavy enough to stay in place. Must not allow grass, sticks, or gravel to fall through.
Important Requirements to Consider:

Covers must be secure, heavy, and—if needed—properly weighted down so they cannot be pushed aside.

Covers must fit the box correctly; oversized or loose covers create gaps that allow debris into the ditch line

No lightweight, decorative, or makeshift covers. These shift easily and create the exact conditions that caused the obstruction.

No covers with large openings; anything that allows debris, grass, or small animals to enter the box is not acceptable.
